Yes and no.  Cal Fire is responsible for inspecting and enforcing defensible-space compliance on improved properties (properties with homes) both in Twain Harte and throughout the state.  Cal Fire, however, does not have jurisdiction on vacant properties (properties without homes).  For this reason, THCSD adopted an ordinance that authorizes THCSD’s Fire Department to enforce vegetation management on vacant properties within its service area. The ordinance requires vacant property owners to reduce vegetation on their property to the same standards required by Cal Fire in the zone that is 30-100 feet from your home.  We perform an annual assessment on all 247 vacant properties in our service area and focus on gaining compliance on vacant properties that pose the most risk.  When the ordinance was first adopted, 25 properties were deemed to be high risk.  We have since worked through owner outreach and education efforts to reduce that number to 5 properties and continue to work with owners to make the district more fire safe.
